Problem:
If you know that FDA was founded in 1960, and the surgeon general's report about health-detrimental effects of smoking was released in 1964,
Required:
Question 1: Why did it take so long (up to 2009) to pass the law that allows FDA to regulate tobacco usage?
Question 2: Do you agree that a logical move to do it would be right away after release of the 1964 report?
Question 3: Do you find this "long" procedure controversial? If public health issue is "naturally" the government's concern, how come that the government didn't act earlier?
Could someone help to explain the answer of these questions.
