Transient changes within the topology which are short duration must not destabilize the routing mechanism. Advertisements consisting of the alterations within the topology presently stored are hence not disseminated further. A node waits with dissemination whether these changes are most likely not yet stable. Waiting time depends upon the time between first and best announcement.
