Why do most international bonds contain high Moody’s or Standard & Poor’s credit ratings?

Moody’s Investors Service and Standard & Poor’s provide credit ratings on most of international bond issues. This has been noted that disproportionate share of international bonds contain high credit ratings. The evidence recommends that a logical reason for i.e. that the Eurobond market is accessible only to firms which have good credit ratings to begin with.
