Senders always determine congestion window for the window start size of congestion window is one segment. Sender transmit one packet and then waits for the acknowledgement. If acknowledgement arrives it increases the level of congestion window by one. If sender sends two packets then if the acknowledgement arrives it increases the level of congestion window by two. This scheme increases the level of congestion window each time acknowledges arrives, that takes round trip time (RTT).This is known as the exponential growth of congestion window.
