it stands for row address strobe time. It is the minimum number of clock cycles required to access a certain row of data in RAM among the data request and the precharge command. It's called as active to precharge delay. In practice for DDR SDRAM, it should be set to at least tRCD + tCAS + 2 to let enough time for data to be streamed out.
