Migration is defined as the moving of the individuals of a species from one place to the other. Emigration is defined as the migration seen as the exit of individuals from one region (to the other where they will settle permanently or temporarily). Immigration refers to the migration seen as the settling in one region (permanently or temporarily) of the individuals coming from the other region. Thus, individuals emigrate "from" and immigrate "to".
